Matrix issues may have been resovled. Empty Matrix issues may have been resovled.

The problem with nobody being able to start/stop the matrix server may be fixed. Shooter and I have been talking about it and he gave me what should have been the oblivious solution. I've only fixed it for those who have admin inside the clan. If you continue to have an issue please let me know.
